Quintin Elliott graduated from VMI in 1985 with a degree in civil engineering. He started his career right after graduation with the Virginia Department of Transportation serving in various leadership roles, for 32 years, to include Chief Deputy Commissioner. He was responsible for the oversight of major highway construction and maintenance projects throughout the Commonwealth. He completed his transportation career as deputy secretary of transportation.

Elliott retired from the Virginia Air National Guard after serving with the 203rd Red Horse Squadron and commanding the 192nd Civil Engineering Squadron. He is now owner and CEO of QE2 Consulting LLC with a focus on solving transportation issues and private development.
